Ok so I got a new DV put in, and the guy that did it installed the DV upside down, and the car runs like **** since I got it back, does it matter what way the DV is positioned I noticed before taking it in the vacuum line was facing up, now it is coming from the bottom,

the dv should work either way. what kind of dv was it?

It was a 710N

Correct way to do the 710N is install it so that the side tube of the bpv gets boost, so it needs to be installed into the IC pipe/hose that connects to the turbo outlet.
