Question Exhaust help:

I was talking to a tech over at my local Audi Performance shop (Matrix Integrated, Portland, OR) and he was advising me to fork over the extra cash and go full techtonics kit instead of just buying a downpipe and muffler. I really want a turbo back with a highflow cat (though keeping it legal is good...) and to save costs I just thought I'd take it to some muffler shop and have them fab one up for me. He advized against it because he said they wouldn't mandrel bend the pipes, there'd be mig welds all over and it would look, perform and sound like ****. Anyone know any good shops in the Portland/Vancouver area? Being a high school student I'm all about cutting costs, but I really love that Borla sound, not too loud with a refined rumble.
Also, anyone know any tricks to getting through DEQ? I heard you can turn off some sensors with a VAG.COM tool, which I have. True?
Also, I plan on getting a GIAC chip. It has a stock program, would that help DEQ at all?
