If you're opposed to eBay Stores as well as auction listings, the only places I'm aware of that sell what you're looking for are charging an arm and a leg.

They used to sell Valeos on Achtuning too but I just checked and all they have now are OEM RS4 parts.
And no, there are no headlights that allow you to keep the integrated fog lights. Adding aftermarket fogs is pretty easy though, since all the wiring is already done for you.

I can understand your apprehension, Paypal is a pain in the *** sometimes. I just took a quick look around eBay and they don't seem to have what you're lookin for at the moment anyway. In any event, it seems that you're going to have to choose the lesser of several evils: Pay through the nose for what you want, buy what you want on eBay, or buy something you don't really want.
On a side note, you'll have plenty of options for fog lights. You could go OEM by getting lights and grille lowers, stick some LED's in there, do aftermarket fogs and install them wherever you want, etc.

The wiring would be the easiest part. When you eventually swap out your headlights, you're going to have to do a little re-wiring to get the new headlights to work. You've got a couple choices there: You can pick up that wiring harness adapter from ECS (the better option IMO) and splice it in . Or you can do like I did and just hack up the wiring harness and wiring everything individually. I did it that way because, at the time, i didn't know the adapter exsisted 
So whichever route you choose to go, you'll be left with the hot lead for the fog lights, as the ground wire jumps between the bulbs. So whatever route you decide to go with for lights, just drop that hot lead down to the fogs for each side, wire up a ground to the radiator support or some such thing, and you're good to go. You'll still be able to use the OEM fog switch and you'll still have all the same funcitonality

I'm getting my set from a seller named "fishcake321" he has 98.9% positive feedback and the lights come with a warranty. The ones i'm looking at even have the hid conversion. You said before the bulbs are unreliable, but this even has a 2 year warranty on the bulbs.
As long as youre smart about what youre doing (aka not buying from someone with no warranty, or feedback) you shouldn't have any problems. I've dealt on ebay for years and have only had 1 problem, which came from a seller with only 1 feedback point.
So just be smart and you'll be fine, and get a better deal.

well if u read what i wrote... like i said its not so much i hate ebay, its paypal i hate... i went to sell my laptop on ebay and dude buys it with a hacked paypal account and once the laptop was sent, i get an email from paypal saying it was an unauthorized charge and they tried to take the money back, but i pulled all the money from the account before hand... so they say i owe them 1200 dollars, but until i get my laptop back im not giving them **** back... and they dont wanna help so neither will i
