If you paid with a CC cancel the order and dispute the claim with your card issuer based on non-Delivery. By law they can't charge you until they ship the order so just cancel and buy from someone reputable.

i wouldn't give it another week. i'd cancel the order and order from somewhere else. or one of your californians could stop by the place and order the same thing and see how they react.
