Default timing belt question

iam working on a 99 6cyl a4. iam changing the timing belt. i have the tool that goes between the cam sprockets and i have the timing marks on the crank pulley and the cover plate lined up, the two questions i have are.

1) why isnt my number one piston at top dead center when all my marks are lined up?
2) does anyone count the teeth between the marks on cams or between cam and crank

thankyou in advance

He's right it is the number three, back left if you're looking at the engine.

okay, so if i have my special bar on both the cam sprockets and i have the crank pulley marks lined up so number three is at top dead center, then iam good to go and can put on the new belt?
i guess iam asking because iam use to having the crank sprocket marked as well as the cam sprockets and then counting the teeth between the marks.

There's also a mark on the timing belt cover behind the crank pulley iirc it's around '2 o'clock
