Default Tire blow out on I-78

So heading West on i-78 my RR tire blew out. Scary as hell to since the car started to pull to the left when that happend. I was able to slow down before the car hit the wall on the left and I dove to the right shoulder.
Took tire off and it looks like the tire separated from the side wall. Completely cut around the diameter of the sidewall. That was on a Sumitomo HTR Z II tire 225/40/18

I went and picked up a toyo proxy FZ4 for now but I think im going to be changing all three in the next coming weeks.
I was so pissed. This happend at like 11pm and putting on the donut sucks even more.

Not to mention searching on the internet yields me results on how Sumitomo's suck and it seems that blow outs are common with these SUCKY tires.

on a brighter note: I hard wired my Radar detector to ignition and mounted it right above my rear view mirror about 1 hour before this happend.

Which leads me to ask this question. In the fuse panel theres a 15amp fuse below the fuel pump fuse which in the manual says its for the rear windshield wiper, which I dont have but, it appears to be wired to ignition. I purchased a fuse tap and have the radar mounted to that, Im also going to hard wire a 12v socket to it so I can connect my navigation to it.
Does anyone know what this fuse is for? I dont have rear windshield wipers btw.
