Default Turbo restrictor?

Today I was talking to the mechanic at my dads warehouse about how to change by wheel bearing then he wanted to look at my engine. So while he was looking at it he noticed it was the turbo model and said he has an eclipse with a turbo on it and went on to talk about a few things I should do to get more hp out of it. He told me that many cars with turbos come with a restrictor on the turbo and its a little tube that comes off the turbo that looks like a little snorkle and he said there was a little spring in there and if I took it out I would get more boost, around about 1-3 psi. does anyone know if the 1.8t has this and if so where is it?

no, all they are is a ring that goes inside the compressor inlet making it smaller and not allowing as much cfm of air in.
