If there is oil on both sides of the exhaust housing then it could have been oil from the motor. If it is just on the discharge side of the housing it is coming from the seals in the turbo.

Was there oil on the inlet side of the exhaust housing and on the exhaust manifold?

If there is oil on the inside of the exhaust manifold and inside the exhaust housing where it bolts to the exhaust housing then the oil is coming out of the cylinders. Oil does not flow up stream.
