Where is the oil filter
diesels dont have oil filters dude.... they dont have spark plugs either

Were not much help because we didn't get a diesel here in the states. It is very possible it is a cartridge style filter usually those are on top in the engine bay. This is what that style looks like on a 2.0t. http://www.swankmonkey.com/vw/jetta/2006/oil_filter/

I don't think Audi used cartridge-style housings in 1998. Porsche has used them since 1997, but for Audi/VW, cartridge style is a more recent thing, even for their diesels. Look for oil lines and the oil cooler, you're sure to find the filter nearby or attached.
