Why does one Ignition Coil have more voltage then the rest??

Default Why does one Ignition Coil have more voltage then the rest??

A4 B5 1.8t. I have the Vag-Com and noticed that one Ignition Coil has more voltage then all the rest all the time. What would cause this?? I think its a bad Plug from the Coil Pack down.
I have been having misfiring issues on my second cylinder and I have been trying to figure out why it keeps misfiring. Could this be why it keeps misfiring? The more Voltage is on that Cylinder. I have brand new Coil Packs on each Cylinder. Brand new Spark Plugs.

If you want the Vag-Com Readings I will post those tomorrow. I am too lazy to pull my laptop out and post it.
