you can buy a vag-com cable on ebay for like 20 bucks, then buy the software license from www.ross-tech.com for $99. Worth every penny. or if you can always try to get the pirated copy of vag-com that they send with the cable to work (that's what I did until I bought my license.)
As for the method without the vag-com I can't say for sure. That would make logical sense, but I've never done it.

Vag-com mod without wire splicing only really works on 2002 models. >02 models require the simple wire splice in addition to VAG COm-ing the car to "Rest of World".
If you VAG COM the car to "Canada", then the running lights will always be on.
"Rest of World" lets the fogs work independent of the headlights. Your parking lights will still have to be on, though, but that to me isn't a big deal, especially with e-codes, since the city lights are the parking lights up front.

Interesting....is there any reason in particular that this is? or just because it was the first year of the b6 and they were still workin out the kinks?
