Major Boost Leak Pressurizing Crank Case

I was getting a P0299 so I checked the diverter valve (which is the new piston style) and it was fine. Hooked up the air compressor and blocked off the lines going from the valve cover to the turbo and couldn't build any pressure at all. I could hear the leak coming from the dipstick tube (I forgot to undo the oil fill cap). I removed the tube on the right side of the picture below and plugged the intake manifold and pressure built immediately. I blew into one of the pcv ports and noticed it was sticking before making a pop sound and closing, I purchased the correct PCV from the dealer and was much more responsive. Put the PCV in, same code zero boost.


Do I have a bad PCV even though it is brand new? I'm going to do the boost leak test again and I'll take the PCV off again and blow into it.


Does the PCV allow other ports from that tube to pressurize the valve cover and I should be looking at that valve cover or should the PCV be stopping all boost from entering the valve cover?
