If i read it correctly i think the second one is the kit that comes with the lights, controllers, bulbs, and wiring included but the first one is light housings only

the second one would be for a car that has the halogen lights stock (you) and need the ballasts and everything else to go HID, whereas the first one would be for a car that already has the HIDs and wants the e-codes.

Which brings us to your second question. E-codes is "european codes" which means that there is no amber side marker, its all blacked out and looks a good bit better
