Lost parking permit

A parking permit card slid off dashboard past bottom of windshield of rented 2018 or 2019 A4.

Is there an easy way to retrieve?
Will it hurt to leave it (I've gotten a new permit already)?
Who's the idiot who designed this and why?

in case you're not the enlisted proprietor, if you don't mind give a letter from the enrolled proprietor affirming that you keep and utilize the vehicle.
