Error 31 code

Error 31 code
I have the vcds programming and o was trying to turn the headlights to the ROW setting and it would stop me and say "error 31" and not switch the setting. Does anybody know how to change these so it won't say "error 31" anymore? Or at least how the change the headlights to make them ROW?
