Only Auto works for headlights!

Only Auto works for headlights!
When I have the headlights on auto, my headlights "low beams" go on and work fine.
Problem I having is when I want to just turn the lights to the regular ON position without the auto- they dont work. Say if its still kinda bight out and raining and auto wont turn on, I try to just turn the lights on to the manual on and they do not work?
Is it a fuse or something?
