well one thing about HID's are the kits you should purchase from a reputable manufacturer, just search some of the threads in the forums. take what you buy on ebay with a grain of salt. fitment may be an issue especially if they sell a generic kit as manufacturer specific. you would be suprised what they get away with on ebay.
as for your color sounds like a 6K kit would be right for you, thats around your pure white zone. 8K and up becomes blue and 12K and higher is purplish.
be weary with deeper tones of colors like the 10K and 12K, the color may look cool but can really reduce visibility. Id stick with a 6K or 8K at best if you want a cool blue hue.
Make sure the kit includes everything you need igniters, ballasts, relays, bulbs. You dont want to be out in left field with only half the hardware to do an install.
Maybe someone can supplement this post with a link or two for a good manufacturer.

VVME is where me and a friend got ours from. Fast shipping through DHL and so far a great product for cheap. http://vvme.com/
I have a B6 a4 and its H7's for headlights and H11's for fogs, i did both in 6000k and it looks sick. They ignite blueish at first but settle into a mostly-white-but-some-blue phase
