Default Wet Sanding

I am planning on painting the hood of my car. I was told by someone that I needed to wet sand it first. Is this true? And if so would something like this work?

You can just as easily wet sand your car with a sprayer nozzle and a garden hose. I use a 5 gallon bucket with a few drops of dish soap. With the soap your sandpaper will not load up with paint and last alot longer. If your going to respray your hood, just scuff the surface to be painted with 1500 grit sandpaper until the finish is dull.
