my car is shooting a o2 sensor resistance too high cel so i changed the egt sensor. i drove it for awhile and the light turned back on i got it checked again and it shot the same code. If i got a new downpipe would that turn the light off? I was told gutting the cat would fix the light.

You have a O2 code, so you replaced the EGT? Now you have the O2 code back?

I'm going out on a limb & going to say, replace the O2.

on a limb is appropriate how many things can cause a lean mixture ( hole in the exhaust/intake gasket leak ) the list is endless so no fault code = just a guess

Nah the EGT (exhaust gas temperature) has nothing to do with an O2 sensor fault. If you have a fault code that says high resistance in the O2 sensor then usually the O2 sensor is faulty...
But now you say you have an EGT sensor fault? Your confusing......
According to my DTC list P1131= Bank 2, Sensor 1 Internal Resistance Too Large
That means replace the driver's side before cat O2 sensor. Double check the code and make sure thats what it is then replace the O2 sensor.
