The relay or its connector could cause this code.

Thanks Crazyhawk. I think I found the issue last night. I was trying to find the cause of my other issue (radiator fan running when car is off) so I took off the ECM cover and found standing water around the relays and wires. So I bet thats the issue. The good news is that the dealer replaced the relays and wires last summer for the same issue (water in the ecm housing) only they didn't fix the actual cause (crack in the cover...unbeknown to me). So I took it in this morning and showed them and they are fixing it for free.
