Default "Flutters" off idle 1500-1900 rpm"

My '07 A4 2.0T Quattro "flutters" off idle 1500-1900rpm at 30-45mph.

The engine surges 100rpm up & down when on first 5% throttle, usually on level grades, constant speed.

Any ideas?

I'd get the OBD error codes from the ECU first. Is the check engine light on?

No. The car runs completely normal otherwise.

Interesting... Still, I'd pull the OBD codes to see if there is anything in the ECU memory. Have you put new spark plugs in it lately? If not, give that a shot. I had a similar situation with my A8 a couple of years ago. I thought it was the transmission or the fuel pump. Turned out I had a couple of glazed spark plugs..... New set of plugs and the issue went away.
