Projection or BiXenon ?
So I'm trying to figure out if the lights on my 97 A6 are projection lights or Bixenon lights. My lights lowbeam and fog lights are one above the other. Also am I able to convert them into HID, since I beleive the existing lights already have a ballast not sure will have to look closely.

I highly doubt you have bi-xenon. You might not even have HID. Best bet is to pull the headlights & look at the bulbs. If they look like regular bulbs there halogen, if they are long & have cylinder in the middle of the glass, they are HID.
Yes, you can add HID, you just need to know what type of bulb you have, & get a HID kit with that bulb.

Will a HID bulb fit in a existing projector lense ? The reason I ask is isn't the bulb for HID longer than a regular hallogen bulb ? Do I need any modifications for itto fit in the projector lense ?

well technically... you need a new HID housing... not always... but the intense heat from the HID bulb is perfectly able to melt the standard halogen lens...
reason i say this... i've seen audi HIDs burn the HID lenses...
