Default Speed adjustment

I have a 2014 Audi A6, all the bells and whistles. Noticed going down the road at 60mph according to the speedomoeter in a 55mph zone that EVERYONE was passing me. Strange. So I timed myself using the mile posts on the side of the road. It turns out that I was actually going about 57-58 mph and to go 60 mph, I have to go 62.5mph (that's a cruise setting). This is also verified with a Tom Tom GPS. Dealer says that all German cars have a speed adjustment and it is part of their safety protocol. Any truth to this? Sounds like BS and the dealer is just lazy.

Any help on this issue is greatly appreciated. I like to know truly how fast I am going. I paid enough for this car, I want it adjusted.
