What is this and why is it capped off? Help! I know the line on the right with the check valve is a vaccum line. The one on the left looks like a coolant line but not sure. Its right above the oil filter. Is this normal to be capped off? 1.8t 2004. Thanks!

Its a coolant line coming from the heater core. where is this suppose to go? why is it plugged?
