I found a great price on power seats from a 96 a4 2.8...will they fit in my 99 a4 1.8t....and if they do is all the wiring there or will i have to find someone to run all new wiring.

I was wondering the same thing. I am going to take my front seat out today and see if I can find any wires down there.

Yes you can, but you need to find the appropiate harness to make it work.

how do i know if my car is prewired with this harness? i have manual seats.

i also read somewhere that there were extra seat mounting rails, that may have to be removed?

It can be done. I just put 2001 S4 black leather seats in my 2000 A4. I had to cut off the old center mounting bracket that the manual seat slides on and and install threaded nuts (riv-nut I think is what it is called) into two factory holes and and run power to the seat but it works perfectly.
