Default Stowage Box Replacement Costs

I have a 2006 S4 Cabriolet and the lever to raise and lower the stowage box no longer works. I took everything apart and can't figure out where the problem is other then there is too much slack in the cable. I decided that maybe the whole thing needs to be replaced so I found a dealer online who would sell me the part discounted 27% at $363 (before the discount, I'm figuring around $500). I asked him if it was a DIY install and he said it could be somewhat involved and his service dept. usually takes 3 hours to install. My dealer wants $1,225 to replace it. They said the part is $550 and it takes 5 hours to do ($645 labor). Shouldn't Audi be charging the same amount for the part and quoting the same amount of time no matter what state? Is my dealer ripping me off?
