Can I pass on the right if theyre doing 10 or more under the limit? and its a 2 lane highway?
In this state it is illegal to pass on the right, always. If there are 2 lanes in each direction there is no need to do so. Perhaps if this vehicle was a slow moving wide load truck the officer would be lenient, otherwise there is zero reason to pass on the right. The problem with passing on the right is the shoulder is often cluttered with debris, motorists who have pulled over, or officer's on traffic stops. I would look at it this way. If they are going that slow and haven't been pulled over by an officer, most likely there is no officer around to enforce you passing them on the right. This is not 100 percent though. Some people just have bad luck and would pass that slow driver on the right just as an officer approached that area. Best thing to do is tough it out and wait for an opportunity to pass on the left when legal; ie clear and you have a broken line on the left.

These are paintball guns filled with OC rounds. The ***** contain the same chemical we carry on our belt, more commonly known as pepper spray. A round from one of these could and has killed someone which is why my department does not deploy them.

he will get the ticket no matter what if you did not have insurance at all......usually if you have insurance but no card then you can bring the proof in and not have a fine that way....it wouldnt make sense not to ticket someone then noone would drive with insurance until they were pulled over and told to get it....id say if you want to be a good friend since it was your car split the ticket but your going to have to eat it on this one....the dealership may even get a fine if it goes that far because they are supposed to check your insurance cards or have proof of your insurance before you leave the lot.....the only thing a temp plate does is show the car is being registered and what state you are in

I'm surprised you could even get a temporary registration without an insurance card. Any time I have bought a used car I have needed the insurance to even register the title. This is in CT so I suppose it varies by state.

Every state is different with Insurance. In MD you do not have to carry your insurance card in your car. Why this is not required is beyond me. There are still ways that an officer can know if cars are not insured. When your insurance lapses the MVA (DMV PENDOT, whatever the case for your state) will flag your registration as a compulsory insurance violater. Eventually in this state if you fail to fix your insurance issues a tag pick up order is placed on the vehicle. This means if an officer runs your tag you will be stopped, tags seized and car towed. Not to mention the numerous tickets you will receive.

i've been driving for a looong time now. and, today i saw something i don't recall ever seeing before:

i'm heading down 8w past sdsu (long downhill, always ppl flying and many times chp. ppl from san diego will know about this stretch.) and notice an sdpd cruiser merging onto the freeway, i lift and set my cruise at 65. i pass him in the #2 lane at this speed with 2 lanes between us. not 3 seconds later an explorer goes by me at >75. the sdpd cuts across 4 lanes of traffic (behind me) into the #1 lane. as soon as he does this the explorer pulls into the #2 lane. and the sdpd goes around me and gets right up on the explorer. he followed him from no more than 3-4 car lanes back for the next 3 miles at ~65. then, the sdpd pulls off and the explorer goes on his way?

it seemed like a very aggressive move in mild traffic and a long time to follow if he was just going to run the plate.

was this a blatant scare tactic? what's up with that?

It's hard to say what exactly was going on. It could have been a number of things. Perhaps there was a look out with a similar vehicle description for a crime that occurred within the area and the officer was staying behind the vehicle until he could gather better lookout information. Perhaps the officer was annoyed someone was dumb enough to go flying past a marked cruiser and he was trying to make a point, unfortunately in an unsafe manner. These are just 2 of the 100 possibilities. In instances like this the only person who will know the true answer is the officer operating his cruiser.
Personally when people pass me I get behind them and pull up on them, not at an unsafe distance or in an unsafe manner, to say "Hey, pay attention". If you pass a marked police vehicle that is doing the speed limit or greater you are either (1) not paying attention or (2) showing a blatant sign of disrespect towards the officer or the traffic laws.

Well, in a way they are both. The devices are typically set up on the sides of the vehicle they are assigned to. These can be angled in multiple directions. Some cruisers have them affixed directly in the front of the vehicle so they only read tags directly in front of them others have them set up in all directions. These are not hand held devices, but can be set in desired directions. For the most part they are assigned on unmarked police vehicles that are set up to locate stolen vehicles. Perhaps in the future all cruisers will have them, but for now they are assigned primarily to auto theft units. There are some agencies who deploy them for general purposes such as insurance lapses etc. I must say given what I know about these devices; fantastic invention to have around for car theft victims. Recovery rates have sky rocketed for departments deploying these. The technology is quite a thing to behold in person.
