electric no prob. you could rent a Honda (yeech!) generator for not too much, I'm guessing. Now, as far as water supply... I'd be willing to bet that, being a school, they have a water spigot SOMEWHERE! The REAL question is, is the city gonna balk at the hazardous nature of the material being washed away AND the nature of whatever type of soapy solution you're gonna use to hose it down with...? THAT'S what I'd be most curious about. FWIW, you know asphalt is made from OIL, right? That really heavy-tarry crap that's left over from "cracking" the petrol-based liquid into usable fluids like gasoline, motor oil, jet fuel and the like. That's what eating at me. It's like they're saying you ruined my spaghetti & meatballs by putting more sauce on it!!!
Phone those people that re-seal driveways... they have a special solution that cleans off oil. I watched them use it on our driveway (because they wont seal over an oil stain) and it worked very very well. Try and get your hands on some of that stuff, bring a broom to scrub it with, and throw a bucket of water over it. then take pictures... if they try and mess with you, you'll have proof that you did a damn fine job cleaning it. Plus, the parking lot no doubt has other oil stains, take pictures of them as well.
