It could have been a Hyundai for all I care, the city towed it on purpose! Whether it was to uphold the code, get money or make an example of her is crap!
So if your rims got jacked you would come out of pocket for rims and worry about getting reimbursed later......that is if you get reimbursed, just to make sure you comply with Vehicle code DC ST § 50-2602.

That's crap......punching someone in the face (physically hurting someone) is a little different than having your car rimless on the street. Yes rules are rules and your right about that, but it would be a little different if she purposely left her car like that, but she didn't someone else did. The city could have understood the issue and as long as she took the right steps in a timely manner to fix her car it should have been allowed to be parked in front of her house.

I started thinking about it a little bit, and I would have done 1 of 2 things if I were her:
1) Get four wheels from anywhere and prop them in place so it appears the car is sitting on rubber.
2) Call an Audi dealership and have them come and take the car with four of their wheels/tires.
I assume insurance would have to cover that bill as well, as it was part of the whole issue. Bullshit either way though, the city never should have done that.

Not every tow truck comes with dollies. Usually flatbeds don't have them, and it's not the tow truck operators responsibility to ensure the protection of a car that the owners were obviously too stupid/lazy/ignorant/bitchy/arrogant to take care of. Cinder blocks aren't designed to bear weight in that manner, so you don't need someone to bump into it. They can just crumble on their own with the weight of a car pressing down in one tiny spot.

And yes, if you do get caught, it is very often up to the LEO's discretion to cite you for your violation, or give you a warning. There are two types of light duty tow vehicles - a flatbed (slidebed, car carrier, etc) and your combination truck - or combo.
Combo's are strictly wheel lift movers. Typically, if possible, they lift the drive tires, leaving two tires on the ground to be dragged behind - that is if they are inflated. When they are flat they have dollies, a set of dual wheel lifts, that can support the rims off the ground.
Now that's if it has rims. You cannot successfully tow a vehicle with a combo using a set of dollies without rims. It can be done but under extreme circumstances for a short distance. There's a greater risk of damage than simply dragging it up on a flatbed.
God help you if you have a novice driver on a combo... lol... my guy has been driving truck for 14 yrs and is the only person, besides myself, that I trust on it.

How the tow company towed the vehicle is no different than how we would have. There will be slight undercarriage damage and I'm with you on the whole thing being dicked up.

2. There is no fvcking way I would have left my high dollar Audi on blocks for longer than 2 days. I'm sorry, even if I had to scrounge up donuts, at least it wouldn't be resting on cinder blocks.
3. All code enforcement personnel must tag a vehicle, 48 to 72 hrs prior to removing the violating vehicle. And usually it takes them 2 to 3 days before they find the car sitting. In this case the neighbor called it in - obviously she wasn't a popular neighbor.
4. If she was getting her car towed illegally, calling the cops and not a news crew would have been the more prudent maneuver here. We get stopped all the time when these issues arrise, trust me, it would not have been towed.
From simply watching the footage it leads me to believe this.
1. She either did not have proper coverage, didn't want to pay a high deductible, or spent the money she got.
2. She doesn't care about her car like you and I would.
3. She ignored an ordanance - simply because she's the victim of a crime doesn't mean you get to do that. Can't miss the tags bright yellow or orange stuck to your windshield.
4. She manipulated a news crew because she was in the wrong on the first three points to garner simpathy.

I get snobby stuck up broads in my office from time to time, or worse the pretty ones that expect me to kiss their *** because of their looks. I treat them all the same, civil with as much dignity as they afford me.
