take pics with a tape measuer to show the scratches are on the same level of the car.

^ good call... dont go straight to the cops... see if he'll settle it like a normal person should and admit to being wrong... if they are to stubborn then its time for them to learn a lesson and take some more aggressive measures

just as jeff said measure everything to make it all matches up
when you talk to him say some saw it happen and told you it was.just alittle bullsh*t to scare him and see what he has to say,
but breaking all his windows and taking a big dump on the dash seems cool also

maybe you should kill him? Take his car sell it and pay for your paint work. On a serious note, just ask him if he "realized" he brushed against your bumper, then(after you have taken pics) call the police/insurance. Make sure you have pics with his license plate and the damage in the same shot incase he fixes it soon.

I have experience in this field and this is my advise.

1. Take a lot of pics of both cars, and use a ruler/tape measurer in the pics to show the level of marks.

2. Contact the person(s) in a non-confrontational manor regarding the situation. (If all goes well everything will be worked out)
3. If they get aggressive report it. I have dealt with these cases way to many times and the threat of vid. is deff. not enough.

Throw a tape measure in the car, and go find his car. Park next to him so the damaged areas of each car are next to each other. Put the measuring tape out and take pics that way (be sure to get both license plates in the frame, so he can't replace his bumper and beat your charges, and write down his VIN number too) - show both cars and their damage together. THEN take those pics to him and try to settle it. Don't be a dick either - approach him rationally, explain the deal, show the pics, and ask him to settle up. If he starts being difficult, remind him that hit and run is serious, and ask him again to use cash or insurance to repair your car. If that doesn't work, tell him you're gonig to report him to your insurance company, along with the pics and measurements. Then go to the police. Do not tell him you'll get the police though, or he may just hide the car in a friend's garage. That won't slow down the PD very much, but some people can be difficult.

What I have done is much like what was said by Jeremy. I take pics of both vehicles and use tape measurer in the pics to add evidence. I do not approach the people with the evidence at first though because that tends to get them pissed for some reason. I simple and calmly approach them like so [Hey hows it going? I noticed that you hit (such and such) and I have been so busy that I could not talk to you until now. How did you want to handle it?]

If they are still going to deny doing it then I tell them "You know what its no big deal that's what insurance is for! I have plenty of pics of our cars and could make copies for you."
