Yes, bigger injectors, will lower your milage.
I would change out the CTS, if you get bad milage, even when not getting into it much.

I average about 20's mixed driving, and about 25 on the highway. I try not to have a heavy foot but sometimes you just cant help yourself.
I've averaged nearly 23.2 MPG since I bought the car 29,000 miles ago. This is a calculation based upon every fuel fill-up and odometer readings, not the onboard computer's stated MPG (it's usually off by about 3 MPG). My driving is about 95% highway, 70-80 MPH. It's quite possible to get 28 MPG in a modified S4 if driving a steady 65-70 MPH on an entire tankful at close to sea level without too many hills. :-)
