Just look in Autotrader, eBay & the boards.

There is ALWAYS a STG III S4 for sale. A good well sorted ones are aroudn $18-30k
Also, there is a RS4 on eBay right now, that would me choice if I wasn't paying for it.

Hey there,

As for pricing, I find a lot of used S4's w/ 70-80k miles on them usually for under $18k. I lucked out and found a 45k mile 2001.5 S4 for $16k couple months ago.
Anyways, as for mods, RS4 turbos are pretty expensive and I hear they are backordered at a lot of places online. ECS tuning has them for like $2750 or something like that. Then you probably want RS4 intercoolers ($1k), exhaust ($1k), small stuff like TBB and DVs (about $600 for Forge 007's and APR Bi-Pipe), RS4 Clutch and flywheel ($1.2k), in the end all these parts come out to over $6000, then you gotta get them installed (either yourself, or professionally). Oh and once you go stage 3, you have to tune it and reprogram the ECU....so that'll cost you there too. Anyways, the guy who said have $25k ready at the beginning of the post had the right idea. You can probably go Stage 3 w/ a minimum of $25k, as to how far you'll go, well hopefully you (or your dad) has deeper pockets.
Oh and I just realized the list did not enclude suspension upgrades and brembo brakes....anyways...its a lot of money involved....and maintenance is not cheap either. be prepared for broken electronics, sensors, etc. just make sure you are prepared in case anything happens. oh, and get a VAG-Com cable off ebay for $20.

wow...this post seemed to have taken a slight turn....
anyways, found a few posts on my local craigslist you can check out. I live near Washington, D.C. and we have some decently priced S4's every once in a while. You should check your local craigslist as well to see if there are any good deals on there.

These are all under $16k, but the mileages are up there (one over 100k miles, one thats 76k, and another at 95k).
