Just ask the guy, that is weird to have it changed twice, could just be a maintanence nut (I know I would be). But yeah, if you get K04's then the chip would be FINE. But if you're going to chip it then spend the extra 1800 and get a fuelling kit that includes a chip upgrade and you'll have a stage 3... minus the exhaust upgrades.

Best thing now is get a Throttle Body Boot, Diverter Valves, maybe even a new MAF sensor just to get that out of the way, a boost guage, turbo timer and have someone run a VAG on your car just to make sure she's good. Fairly cheap "mods" that wil help reliability. Also make sure your brakes are good and such. In essence, just worry about getting the car in tip top shape for now.

Bigger Turbos need more air & more fuel, so fuelling kit will include Bigger injectors (greenee)
Bigger fuel pump, regulator 5.0BAR. Air intake is not essencial but a dareintake will do just
fine and you'll save some $$$$
Point in this tread is how much $$$ are you willing to spend ???
1000-1200 $ DV's, TTB, Boost gauge, cat back exhaust = great performer, reliable nice sounding car
4000-8000 $ All of the above + KO4 upgrade, downpipes, Fueling kit = Super car performance 4XX HP
Let your wallet decide [8D]

The TB job cost around $1000. So it's not cheap, or easy to do.
SO some one changing it out so often just doesn't sound right.

Yes, you can just put in K04's and not worry about it. You know
the engine has to be removed from the car to change the turbo's?
You also need the inlet pipes. The cost for parts is around $3000

The fueling kit is usually larger MAF, injector, chip/flash and some
times a fuel pump. Once you get past 350ish whp the stock injectors are
well over 100% duty cycle. most kits start around $2000

Your $3k doesn't get much in the way of big upgrades.
the best bet, maintiance
TBB, DV's, exhasut, & chip, that's about $2k, that leave $1000 for "other" things.
