Newbie to the forum. Hoping to get some advice to get my 90Q back on the road!! Any and all help appreaciated!!

Turn key and all acc. come on but no energizing of the starter. I took starter off and had it checked and it showed bad. Replaced starter. Turn key and same thing, everything works except the starter. I jumpered accross posts on starter to make sure I had power to it and spun, so power was there. Checked the voltage on the wire to the solonoid with key activated and got about 2 volts. Common sense tells me that somewhere between the ignition switch and the starter is a relay or something that is not alloying voltage to get to starter. I can not find a starter relay, if it has one! Any words of wisdom??
