Weird boost issue

Default Weird boost issue

Hi i have a 2000 s4 6 spd and im running into a very odd issue, i have vag'ed and also searched all the audi forums i could find and heres whats going on. the f-hose, tbb have been replaced and also diverter valves. If i hold down the gas pedal i can hit about 17psi on my boost gauge very quickly no spikingbut then it drops down to about 5 and wont let me go over that. The cel does not come on but when i vag com it it tells me positive charge deviation which i assume is a boost leak, the oodd thing is if i turn the car on and off it will hit 17psi or so a few times and then go back to 5-6lbs. So it seems it only stays in limp mode until the car is restarted. Is this normal? i was under the impression it would stay in limp mode until the issue is resolved and not every time it is switched off. Could this be a sensor of some sort?
