weird RPM issue..

i've done some searching but i cant get any results on this, its kind of a weird problem. for some reason my RPM's have a delay before they drop while i'm shifting gears. it also holds the RPM's while i'm just sitting in neutral and rev the engine. if i rev the engine to like 3000 RPM's in idle, instead of the RPM's dropping as soon as i let off the gas pedal, they hold for a second or 2 and then slowly start to drop and take several seconds before it drops back down to idle? it also does this while i'm driving too. i usually shift gears around 3500 RPM's but rather than it dropping down to like 2500 rpm's when i shift, it just holds up at 3500 and its making it harder on my tranny synchro's to shift gears. i did a TBA (throttle body alignment) last night but it doesnt seem to have helped any. any other ideas what might cause this and how to fix it??
