Default 1984 4000Q HELP needed fuel dizzy

1984 4kqs 2.22L
First off, thanks to all that have posted in the forums, and of course Huw Powell.

Finally found a garage to rent, so back trying to get ol red on the road. Thanks to all for the help so far.
STATUS: Slow road to recovery. Sat garaged for several (mmmm) years. Finding more time now, between funerals and moving from GA to OH, to work on her.
One thing great about working on an ‘84 4kq is it’s sure to leave you with better problem solving skills! Possibly also a drinking problem.

Ignition system:
New battery, distributor, wires and plugs. Good spark. Engine turns over fine.

Fuel system:
R&R from tank forward. Tank removed, cleaned and sealed, new pump and filter. Injector lines cleaned, new injectors on bench not yet installed. New fuel dizzy pro rebuild from Germany. All parts of air intake cleaned and operational. Potentiometer plate moves freely and closes properly. When fuel pump is powered, gasoline gets to fuel distributor with what seems like plenty of pressure.

PROBLEM:
No gasoline flowing to injector lines. Powered fuel pump which runs just fine, With both electronics connections made at dizzy, and potentiometer lifted with magnet, pump runs and fuel flows to dizzy but no flow out of injector lines (injectors not installed). When I forgot the two little green O-rings for the CPA , fuel flowed out there.
Have battery voltage at CPA, nothing at potentiometer.

So, I’m unsure how these three things work, but I suspect it’s one or more of them: Differential Pressure regulator (Huw calls it the Control Pressure Actuator), Diaphram pressure regulator, and the air flow sensor plate potentiometer.
Leaning toward the air flow sensor plate potentiometer; no resistance in the wiring. But unsure of how I measured it, direct with nothing on or batt connected.

Getting close here, but now very very stumped. Need HELP HELP HELP please
