Default Allroad brake issues - help

My 04 allroad is having issues braking in slick conditions. I took it in today to the local euro shop. He said the brakes are ok but need replacement in "the next year". And the ABS is fine also. What I experience when i brake on ice or packed snow is the abs tries to kick in but the abs is long and kicks only a few times not a quick pulse. Making the car almost go sideways and take just as long to stop as my ford taurus with bald tires. Any ideas on why first my abs kicks in so easily and why the abs pulses are long and drawn out? Is it simply just bad brakes? Note I have brand new blizzaks and the stopping is no different than my old all seasons i had on last winter. I also had this issue last year.

If you gave them as good a description as you gave us, and they sent you away saying everything is fine, then I would take it to another shop.

Beyond that I cannot help you due to my lack of direct knowledge pertaining to the ABS system. Best of luck...
