Whats this piece called?

Anyone know what this piece is called? I'm missing one on the other side and thought I should replace them both simply because they look important... Any help would be greatly appreciated...

If that photo is at the front side of a rear tire. I'd call that an air deflector. I believe that is all that it does - deflect the air away from the rear tires.
