Default 10,000 k illegal or annoying?

I installed my visionbulbs kit monday night... i love it, but in a 2 mile stretch i had 5 people high beam me. The kit is 10k kalvins (xenon blue) from what i have readhigher the kalvin number the dimmer the bulb but the more color. My question is are they illegalor do people just find them annoyingly bright/blue??? i have projector headlights and the beam is very clean and focusedwith a low cut off line, lower thanany trunks at 2 car lengths. But i have to admit the are quite bright... any thoughts or input is appreciated!!! ps: my hi beams (stock halogen)are def "brighter" just not blue!!!

Is the beam in the oncoming traffic's face, on a level road?

lol, yeah i dont know what the big deal is. the beam has a cut off line (drivers side slightly lower) and i think its aimed low enough. if im 2-3 car lenghts away ( where i was tought to drive) from the car infront of you its 95% of the time below the truck of the car. I live in the Pittsurgh area, some @sshole in a silverado actaully let me pass him see he could ride my bumper w/ his hi-beams on to show his appeciation for my new lights. I could care less what people think of my lights in passing, i just dont wanna have to worry about getting pulled over for headlights, especially after a couple beers. So no one knows of any laws or restrictions(PA or anywhere) on headlight brightness or Kalvinrating.
