Default 98 a4 overheating no heater

Every part of my cooling system has been checked, brand new hoses and thermostat, radiator not leaking, seems to be coolant flow in top rad hose but not alot of pressure. The heater does not work since the overheating.Had the engine leak down tested no fault found, I am thinking water pump, but mechanic said that was not the case. Has anyone else encountered this kind of overheating and what was the fix?

has the heat ever worked since being replaced? Are you sure the system has been properly bled of air?
