Dangerous crowd.

If you drive a LOT of miles, I'd go for the 1.8T with either just a GIAC chip. or go for the K04 turbo and the GIAC chip. Not as much power as a S4, but a respectable 230 HP and great gas mileage.

the APR STAGE III kit will be at least 345hp... thats pretty nice for an A4.

Get an '01.5 A4 and install a GT28RS kit with software.

You can get the car for around $11000 to $15000 and the turbo setup with hardware and software for around $3500 to $4000. YOu'll also need to upgrade the exhaust for about $800 to $1000. So you'll have $7000 left over. This setup will make around 300 horses at the wheels (350 at the crank). Just ask tomritt. ATP (atp turbo) will very shortly be selling a GT28RS kit that eliminates many of the headaches that tom went through. They haven't posted the prices yet for the GT28RS but the GT28r kit (codename GT2X) is going for $2000 and makes around 240 horses at the wheels (300 at the crank).

I'm with the guys that say chip a S4. If you're worried about warranty, you probably aren't the kind of person that would want to do the work reqired to bring an A4 to S4 levels.
