apr and switch

Ok,I have the apr chip 1.0bar, with the switch, and before today i had it just under the hood for if i really wanted turn it off i could, but i got to thinking and i wired it back to the dash so i could regulate from within the car. So, i was told to turn it on and off to put it in neutral and turn the key on but the not engine and press the switch 1 time,for stock ECU, and 2 times for chipped ECU, so i experitmented with it and what not and tonite I went to the driving range and i punch it when i was going up the on ramp(with chip on so i thought), and it pulled more than stock, but the turbo didn't kick in, so i thought ok its not on or something not thinking much of it. I go to pull out of the driving range and stop to turn it on, so i turned it on(so i thought) and let it warm up and got on it, but the turbo did not spool, im talkin like 8 to 10psi( i think i saw a spike of 14psi once) at the most. Ao i was frustrated the whole home, so then i went back to try to solve the problem if maybe i was just turning it off or on wrong, so i just keep on turning it on and off each time seeing if it was on or not or just why it wasnt boosting so after about 10 min of trying this it starting to work, It was pulling hard and it was boosting up to 17psi fine, Any ideas ?????????

That is odd. So it's working ok now? The only thing I can think of is that maybe when you switch back and forth the change isn't instantaneous. Did you call APR on this to see what they say?
