Default Audi A4 - 98. 1.8. Petrol 110.000.miles - Temperature too low

Audi A4 - 1998 (uk Modell - 110000miles) 1.8 - underheating (TEMP)?
The temperature is always 70 degree and if i put the heater on i goes down to 60 (thats the lowest). The car drives fine, but you can feel a viberation from the engine or somwhere. Please help... is this a problem "Coolant Problem"
I also checked the engine after driving the car in 80miles speed.....
it was not hot enough... also the cooling water was not that hot.

Please help

The thermostat might be bad.

yes i was staying in the traffic for 3 hours yesterday could that be possible.....
an also i have refilled water 2 times.. but now it does not go down anymore... still there even after 4 weeks..
also the engine got a litte vibration (very small one) do you think this has to do with the thermostat as well .!

1.8t engines have vibrations.
