bulb types

ok im looking at a HID kit for my car i just want to know wut comes with the kits does it come with a low beam bulb and a high because it says it come with Two HID Light Bulbs
Two Ballasts with Starters
Installation Accessories
Installation Guide
now is the right with the hi and lo beams?

Only the low beam is hid. The high beam is H7.
