is it the lighter or the slot that holds the lighter? if its the slot which i think it is then i think you might have to pry it up. becareful. if it is just the lighter not popping up then it is a sign for you to stop smoking.

I had the same problem I just pried on it with a butter knife and it poped up the reason is the lighter its self was not fully seated in the socked so it sticks out and prevents it from flipping up.

Mine had the same probelm, pulledthe housingout and found it was not connected, which is why it did not heat up and pop out.
God knows what they did with the wiring, must have used it for a turbo timer or something that they removed before they sold it.
I quit smoking 2 years ago, so I put it back in, and left it.
Check the fuse first, if that is good, pull out the housing and make sure its wired.
