The auto shop want $200 to painted the hood, is this about the right price?

round about, yes.

Are they fixing any chips or rust? If so, then its very good considering they will (should) have to prime it and block it smooth.

Yea thats how much it was about 4 years ago when i had a hood off a prelude painted
