i'm pretty sure it's astate law (31-11)
later down the post i posted a link to the state website staing the law and what it means.
it's a Pennsylvania site

but the gist of the law is "not obeying a traffic device" , in my case a posted speed limit sign
"not obeying a traffic devise" is so general it's not even considered a moving violation ( LOOPHOLE )

it may not be referred to as a "31-11" up in Canada, but i'd bet you have a similar law

 

well at my new house I have 2 cops next door I am going to have to ask them
