It's a large housing that goes all the way around the cluster.

chceck ebay, yesterday i saw a bad/non working cluster with good lense and housing, it was cheap

 

damn i wish i saw this post before. Someone on here had emailed me, they have a 1999 A4 that's totalled and he's willing to sell me the cluster for cheap. Does anyone know if the cluster in the 1999 A4 is identical to the one in 2000?
