Default front fog light question

So i bought an 01 a4. I have the two lights that turn on the fog lights right. One for the front and the other for the back. My problem is I don't have fog lights on my bumper.... Is it possible the guy i had it form before got a new stock bumper (i'm pretty sure the bumper on it is stock) and just didn't get the bumper with fog light holes? Anyway I can tell if there are fog lights there just covered up? Thanks guys

At some point the bumper must have been replaced. Do the switches light up when you push them?
